Outlook 2016 meeting tracking is not updating with responses
If you send it, the responses will not automatically update the tracking. Because when Outlook processes the responses, it only looks for the event in your default calendar.You will be able track the responses on the meeting request by changing the response in the response field on the tracking page.If the calendar is in a shared mailbox, Group, or Public folder (enabled for email), you can invite the mailbox or calendar to the meeting.

If you just make some updates to the agenda, you will send those updates out.
The updates that the attendees receive, will not require a response.
Take an appointment in your own calendar: add an invited attendee or two, and you've created a meeting. The meeting invitations were sent out and the list of attendees is listed and tracked.
If you're invited to someone else's meeting, you'll see options on how to respond, and you'll be able to look at the scheduling view to see who else is on the list, but you won't be able to see how they're responded to the invite (well not entirely).
